Selangor, Kuala Lumpur and Putrajaya to move to Phase Two of National Recovery Plan

Effective 10 September 2021 (Friday), three regions in Malaysia will move to Phase Two of National Recovery Plan (NRP). According to the Prime Minister’s Office of Malaysia (Jabatan Perdana Menteri), these are: Klang Valley area of ​​Selangor, the Federal Territory of Kuala Lumpur, and the Federal Territory of Putrajaya. In addition, these three regions will be combined as “one common infection area”, thus movement between these states is allowed and there will be no more roadblocks present.

For Phase Two, fully-vaccinated individuals (i.e two doses) are allowed to:

  • Do cross-county/cross-state travel to meet their spouse and children (under 18);
  • Dine-in is allowed at food premises;
  • Engage in tourism activities in the same state involving accommodation in hotels and homestays.

It was also announced that standard operating procedures (SOPs) for sports, leisure and recreational activities will be relaxed for the states under Phase 1 of NRP. The National Security Council (Majlis Keselamatan Negara, or MKN) and the Ministry of Health (MOH) have agreed to: allow indoor sports activities, except gyms, to fully-vaccinated individuals; allow indoor commercial sports and recreation facilities to operate under regulation and to customers who are fully-vaccinated. This will also take effect on 10 September 2021.

In a similar vein, the following businesses will be allowed to operate in states under Phase One of NRP from 10 September 2021:

  • Businesses under the trade and distribution sector;
  • Flower shop;
  • Nursery businesses;
  • Outdoor equipment shops, and
  • Housing galleries.

As for businesses in states under Phase Two and Three, SOPs will be relaxed for barber shops, hair dressers, and beauty salons. “The latest SOPs will be updated by the National Security Council and the relevant ministries,” the Prime Minister’s Office of Malaysia highlighted.

With regard to the progress of vaccination, the Prime Minister’s Office shared that vaccinations for adolescents (in two groups, aged 12-15 and 16-17) will open up once the vaccination coverage of the adult population in each state reaches 80% and above.

In fact, in Sarawak, adolescents (in both age groups) with comorbidities have started receiving the Pfizer vaccine in stages effective 8 September 2021. Vaccines for healthy adolescents aged 12-15, on the other hand, are scheduled to start at the end of September 2021 “depending on the supply stocks to be received.”

The next group to be vaccinated will be healthy adolescents aged 16 and 17 “before school begins on 3 October 2021.”

“Vaccinations for adolescents will be expanded when the complete vaccination coverage of the adult population in each state reaches 80% and above,” the Prime Minister’s Office added.

In a separate news, Federal Territories Minister Shahidan Kassim announced that the Federal Territory of Labuan will join Langkawi Island, Kedah as part of a tourism travel bubble programme allowing in travellers from 16 September. This was shared during Minister Kassim’s visit to Hijrah Warrior garden in Taman Desa, Kuala Lumpur.
